Problem finishing up front shock install

Installed the front shocks today and everything has gone pretty smooth. Both sides are in and everything is torqued down except one bolt. The driver side bolt that goes through the top of the shock housing seems to be broken. When I spin the nut the bolt spins with it. Any suggestions?

Vise grips on the bolt and hand tighten the nut with a wrench.
