Get a GT500 if you want cheap HP.. You can have a 750 rwhp car for a couple thousand in parts and tuning.
I paid about $2k for full exhaust, another $510 for the ITSX with 5* tunes and picked up the corsa CAI from a member that only had for for a week before he went a different route of $270 shipped. So total cost of parts was less than $3k.
and drivetrain loss on dyno for our vehicles is probably better than 18% thanks to the massive 35" tires, since dyno uses inertia to calculate your tires lower the numbers the heavier they are.
