Non live valve front shock question

Currently having our non live valve Gen 2 shocks rebuilt/freshened and while the front are apart I’m having a set of SVC C.A.S installed. The rebuilder is asking for the keepers for under the lower spring plate. I don’t remember any keepers holding the lower spring plates in place when I knock them loose. Thanks for any help.

For whatever reason they sent a picture of a (I think it is)Live Valve shocks rebuilt. Not sure if they are different.
