Have found several rubber bands and plastic caps under the hood from my ‘19 build. I gave up counting and just let them hang in place. They take me back to the day I found my first and along with the windshield wiper key ways LOL

I didn't have any rubber bands or plastic caps on my 2010 Raptor but that was back in the day when Ford built them right!

The rubber bands and plastic caps that come off of the components during the assembly process have nothing to do with "being built right". They are there to protect the components between the shipment from the supplier and the installation on to the vehicle at the plant.
