Those are fuel nutz I believe on the fx4 eco. I recognized it from the f150 forum. Members a good guy and no longer has them on. I forget the offset I'll have to check. Looked real nice. They are a two piece wheel.

I believe they were -44 offset, if memory serves. It was a week or so I came across that thread.
