Most of the time you can get away with just the top coat. If it getting crusty, scrape it, convertor, then top coat it.
Any "layered steel" gets flooded with the cavity waxes. Bottom of doors and tailgate. Inside the bed supports, pinchwelds on the bedsides and rockers. At least with a Gen 1 Raptor, the hood and front fenders will never corrode.
