I saw that a few weeks ago and was wondering the same thing.

i believe its a counterweight

It definitely seems like a counterweight type damper. Only one side. Maybe to help reduce some shudder in the frame or something? Not that heavy though.

Bed bounce damper. All years have it.

Sort of harmonic dampener. Some have removed it and say no difference. Some have reported it ends up making a rattle when the rubber wears..... Mine is on so far, if I hear any noise, it is gone!

Mine is removed, the rubber took a shit and it was flopping.

Just extra weight. Probably that causing the trucks to lean, not the gas tank lol. Ugly floppy thing under there.
