I was "that guy" today driving "too fast" in the snow

If you end up in a ditch in Colorado and don't get out before the highway patrol gets there, you automatically get a ticket for driving too fast for conditions. It's hard to argue that you weren't in court. Another sneaky thing that they do here if you hit a deer is to ask if the deer was moving when you hit it. If you say no, you get a ticket, even if the darn thing leaped into the road, looked into your headlights, and froze. The idea is that you shouldn't be running into stationary objects if you're driving safely. So it was moving, even if it was really really hard to see any motion.
