dumb question, but were you able to reach the pins with the needle nose without
removing the skid plate? I took a quick look and it looks pretty tight in there.

Yes. No need to remove skid. I stuck my head inside the bumper from the top and pried the remaining pieces off.

Same, I didn't need to remove the skid plate. Just got my pliers and a flashlight down there and bent the pins till they came out.

I still think you can steadily increase the size of the drill bit and never need to pry off any of the pins. Can't say for sure, since I didn't try that method, but it should work.

Worst case scenario you remove four bolts and take off the front bumper! haha

Once I got the bracket off I got a rare earth magnet and glued it to the front plate so I can mount my front license plate at will! Oregon requires a front plate so when I'm parked in Portland I slap it on the bumper. :gottaoutsmartthelaw.

Hum - The pop rivets on my were so loose the popped out going over any bump in the road
Made for easy removal but CA likes front plates as well

I could not reach the tabs without removing the skid plate and the splash shield. Roush just put too much stuff in the way! I bent the prongs a bit, then just pried the rivets
off from the front. Put in some nuts and bolts, now it's easier on and off. Next step is
to mount the lights. That's the reason for removing the plate in the first place!
