Holes in Bed of Truck

I took the tire mount carrier out of the bed that the previous owner had installed. I now have these holes in the bed. Any ideas on plugging these up and rust prevention? Thanks..

Maybe just some plastic push pins?

Do you have any interest in a spray-in bedliner? You could probably lay a piece of tape across the bottom of the holes before having it sprayed and the spray-in liner would fill those in.

Get some POR15 and brush it and around the holes.
