HID Install High Beams On

I did the Hid swap this past weekend and now it seems like the lights are stuck on high beam. When I switch them to high beam nothing changes some I'm assuming they are stuck on high beam. Any suggestions?

Do you have regular stock housings or projector stock housings?

Mine did that a couple of times and it was a bad relay..

They are 2013 headlights. I was afraid of it being a relay, it will be my second one the last relay the lights wouldn't turn off.
