Fraptor - Fake Raptor. But since you mentioned it had manufacturer plates, maybe it was a mule similar to this Gen2 that was spotted out and about in the past. Maybe the manufacturer is out driving something around to test certain parts/capabilities.

I'm sure it's going on a boat and it had some kind of alternative tie down or protection for the factory hooks. No 3 lights in the grill and white drl lights mean export..

the mirrors appear to be chrome to me. Suggests it could just be a reg f150 with a grill and bumper. Funny, the white DRL’s and missing amber grill lights make the grill look smaller to me…
