Goosetuned (responsible for the gen2 vs gen3 dyno) would actually benefit with lower numbers on the gen3: he's going to have a harder time showing torque/hp gains with his product if the tune from the factory on the gen3s is hotter than the gen2. So no, I don't think he would pad the numbers on the gen3. I think his comment was in reference to Henessey doing some sketchy **** and padding the numbers. Goose tuned seems very honest, as like you said, stands to benefit nothing from higher HP out of the box.
