GEN 1 Any idea what this is?

2014 SCREW, purchased last November. Recently had new shocks put on and crawled underneath to see what my bump stop situation looked like. No shock absorbing material, just these brackets. These can't be a bump stops there has to be something missing, but the way the contact piece bends inward makes it hard to believe any type of rubber cone is supposed to be there. Any thoughts?

Looks like the NEW bump stop is on top of the spring? The pad on the top of the spring is Not stock.

I have never seen this either not sure what it Bumps on. LOL like it MIGHT be missing something? But that Pad should bump on something.
