So, it was reprogrammed(21B10), the cam phasers done(21N03), then must have had shutter and put back to original programming. (21N08).
I dont think ive seen a truck actually stay on the 21B10 software out of all my friends that have these trucks. Sample size about 10.
Needing 21N08 indicates that the engine was run low on oil during at least one point in its life. The low oil level causes cam journal bearing wear, which results in oil bleeding off before reaching the phasers. Inadequate oil pressure/volume will cause the phasers to knock at idle since they can’t maintain position.Not to mention exhaust cam phasers failed as well. So pretty much through the gauntlet of cam phaser issues?

My buddy at Ford Performance said don't even bother with it if you get the new hardware. 21B10 increases cam phasers duty cycle, which requires oil feed to the phasers to be within spec. When the oil feed is inadequate, the phasers can’t maintain timing, which is experienced as a “shudder” concern. The only way to resolve that issue is to replace the cylinder heads.
Sounds like your friends needs to check their oil level once in a while! You can’t measure oil pressure reaching the phasers; the issue is diagnosed by inspecting the cam journals for excessive wear/scoring. New phasers won’t fix that, they may help cover it up though if they have less bleed off than the phasers that were removed.
