This could be as crazy as a test mule for an Expedition replacement. If you live near test tracks, you see all sorts of crazy stuff.
In my opinion, the hood that is designed to be on whatever that is, isn't there. The bumper doesn't fit quite right, and it looks misproportioned. There are a lot of possibilities, and they just may have needed the wide stance of the Raptor to cover something else up that they were playing with.
It's a mule, built out of whatever. May or may not have the 2016 Raptor hood on it, hence the covering. Likewise for the grille, very possibly with a cut up fake grille from a regular 2015 over it. (For example, Chevy put fake ovals behind the vinyl camouflage on the Tahoe mules in the hope of making people think they were future Expeditions.)
The only thing you should take away from this: it's probable Ford is developing a 2016 Raptor, and that the configuration will be very similar to the 2010-2014.
