9 seems low. I ended up with 11.5 quarts when doing myself, but I did install the larger tranny cooler at same time. Still, the cooler only holds maybe 1/2 quart of fluid. Wouldn’t account for other 2 quarts.

The issues may be related: bad tune, belt slippage, RPM issues. If you get a decent tune (I highly recommend JDM at teamjdm.com who does email tunes) it may resolve that issue altogether. You may also want to invest in the 72mm pulley and new belt that JDM offers as well. Good luck!
