idle in drive is .5-.6, so I"m assuming its idling right around 590-600 RPM. In park its solidly at .6, which makes sense because the trans isn't dragging down on it.

Mine does the same thing on the occasion. I tend to believe its just RPM related, the engine is hitting a harmonic somewhere. If the ECU was updated to raise the RPM probably 100RPM, it probably wouldn't happen.

I'm glad you're in california OP, because the tow strap wouldn't be worth crap come winter time in the northeast. The salt and brine would literally eat that strap apart.
My only issue with the rok blokz is that they wanted me to drill into the fender flare. lol Nope. Its attached strongly for now, and when I undercoat the truck, I'll probably put some strong double sided tape to hold it in place.
