I know there is a country code in Forscan you can change, but I'm not sure what else may be needed to change regions. It really wouldn't hurt to try, you can always go back to the NA version. Maybe try F150Forums to see if anyone has changed regions and what all is needed

Sounds like someone was trying to upgrade to 3.4 unofficially. It runs a format tool which is the mustang screen you see. Follow this thread, but you should just need to download folder 2 to a usb and run it.

I don't think you will be able to program it yourself, unless Forscan can do it. You need two fobs to program another. Probably a dealer visit unless you know someone with IDS
Isn't the JB4 tuner more of a piggyback tuner that just changes the sensors to trick the ECU into utilizing more boost? I'd try removing that and see how your temps change. Running constant high boost at low rpm can overwhelm the cooling system as it wasn't really designed for that.
You most likely just need to make some Forscan changes in the ACM instead of having to replace it. Try to find a VIN of a 2017 with Sync3 and pull the as-built from the ACM (& APIM) and compare to yours. Then reference the spreadsheet to see what changes may be needed
The as-built wouldn't change, it's the config of the module. I think you would need to look at the live PIDs to see what the shocks thought their height was before the reset. After the reset I assume they're zero. Maybe FordTechOne can confirm...
So you just need the tube that connects to that inlet tube? Could it be the PCV or Crankcase hose? I haven't went out to look what's connected to it

Do you know what the tongue weight is? Boats are typically lighter on tongue weight so you can get away with pulling a heavier load vs a normal trailer without needing a WDH which doesn't work well with most boat trailers as mentioned above
Have you hauled anything heavy since you mention payload being weak? If so, you may have already flattened your rear springs some. I'm not positive, but I think 41" in the rear is a little low for a stock truck. Maybe someone else can confirm
While that is not a very heavy load, I'd suggesting locking out 10th and most likely 9th when towing. It will help keep the temps down and most notice an improvement in fuel economy. Some of the long larger grades you can downshift further. The 3.5 doesn't need to downshift, but it does help...
There are a couple videos in this post where someone had a TSB incorrectly applied that gave them a limited muffler... I think they have a flap in the mufflers that make it quieter than the raptor when just cruising.

What you're saying about the constant voltage is true if the BMS is disabled. When BMS is enabled it will vary output as stated by 4rdFan.
