I've had my wheels off 3 times for various reasons. I changed them myself and it is much much easier to remove the ring and then just reinstall it when you are finished. Keeps you from worrying about it getting scratched.
FWIW they should just need to break the front bead to install the TPMS...

My truck has NEVER seen soap and water, NEVER seen wax and guarantee you my paint is an 11/10. You can drive down the road and when it rains you can see the rain beading off the paint job.
I use this and HIGHLY recommend it...
Definitely looks like poor quality work.
You likely won't get much out of the dealership.
Personally, I would contact my insurance agent and explain to them. Insurance company should still be on the hook for repairs.
