Only if they are built with the CA emissions. From what I've heard it's a simple tune but if it's not done at the factory they can't put the CA approved label on the truck

You're gaining ground clearance and bump travel while losing droop travel. Bottom out less and hit the skid plate less off road.

Ford must be worried about snapping axles with the added power. It was already an issue with the old ones. Seems like a computer programming issue. I hope someone can crack the code and fix this problem. I for one never use 4wd, mostly because the system blows, so I'm always in 2wd locked...
My 2wd has a locking rear diff. Unlocks at 25mph. Can't see why they wouldn't allow 4wd models to lock in 2wd
