Could be the arm.

Oh yeah, tried that as well. Picked up a new Ford OEM arm, read about how the wiper should sit level with the windshield so you take a wrench and twist the arm a little to make it level... Did that as well. Only thing I didn't do was try to figure out a way to adjust the tension.

In the end.. it was the Rain-X!
