We're at cross purposes, I'm afraid. You seem to be primarily concerned with politics, specificially the identity of the person doing the act. I am concerned with appropriateness, the act of bowing itself. In my experience chiefs of state do not even bow to other chiefs of state, generals do not bow to buck privates, and popes do not bow to nuns or monks.

If any bowing is done in Western Culture, and there's very little of it, it is the lessor who bows to the greater. That's just the way it is.
