It's really hard to beat Ram Mounts - they offer a modular system with universal parts that all work together so when you want to change things you can still use parts that you have.

I got this one (like the one in the pic below - it's from the internet - not my pic) for my phone and an identical unit but with a larger version of the holder for our iPad Mini. They're both suction-cupped to the windshield and they do not vibrate and they work great!
That's the one I'm ordering for my iPad mini. Plenty of spots to suction it to so the passenger can monitor the gps
