So is a Pedal Commander used in lieu of a tune?

The pedal commander just changes the rate of the foot pedal to the intake butterfly. Which stock it is slower...meaning when you press the foot pedal the response is actually slower, and the opening of the intake butterfly “lags” behind. With the PC you can make it a 1:1 ratio or even faster for a perception that the truck is quicker...which it probably is. In “sport” mode the gen 1 is nearly undrivable, the gen 2 it’s actually what most guys run to make up for the turbo lag. City -1 I believe is the 1:1 setting
