Shock will not fully extend

Greetings, I tried searching but could not come to the conclusion if I need a rebuild or it could be low on nitrogen. Anyways one of my rear shocks will not fully extend, It stops about 3' shy of full extension. I tried pulling on it just to see if I could pull it but it would not budge. As far as I can see there is no oil leakage at all. What would be my next steps.

3" shy?? I guess you are comparing to your other shock?

If it won't extend, the ifp is bottomed before the shock shaft has extended all the way. This can only happen if it's low on oil from leaking or not being filled and bled properly in the first place.
It needs to be rebuilt.

They seem to have good prices, comparable to most anyways.

A guy on Facebook pointed me towards a place in Edmonton that does them. Which is awesome because I live in the Cold Lake area.

don't be surprised if it is expensive. Rebuilding my four Icon shocks cost over 2 grand. They were pretty used up and I am not complaining. Icon did the work...so I know it was done right.
