While Trick_Raptor is correct, just for ***** and grins, get a ratchet and socket (I think 10mil?) and loosen up (not remove, just loosen slightly) the top bolt where the headlight mounts. Apply slight pressure to the headlight and then re-tighten the bolt.
I had bounding headlights also and while I was installing my light bar I noticed my passenger headlight was loose. That fixed it other than the shield bounce. It would bounce on medium/large bumps but was unnoticeable on small bumps. Now it only does it on the most jarring of bumps.
