Check out these sites that I have looked into, I would rather have my step be at the side of the tailgate. I you know someone who can weld it will be a real easy and fairly cheap project.I took a chance with the Bestop TrekStep side step as shown here:
https://www.bestop.com/rear-mounted-trekstep/
However, I can confirm that this will NOT install directly on the Raptor Gen3 as the rear tailpipe interferes with the intended install point and so I return it. The step itself was very well made and good quality. With a fabricated mount or a extender to the rear bumper mount, I assume it could possibly be done.

I would prefer a rear side step instead of the tailgate option as I often need to access the rear bed without lowering the tailgate, especially when parked in the garage.
If there any metal fabricator that could work with me to install the Bestop TrekStep on the Gen3, I'd like to hear from you.
If you were to buy the universal mount from Stepntow.com you could have the length that you need sent out to the side of the truck and put whatever type of step you wanted to slip into it, and you can get just hitch extensions and decide on how far away from the bumper you want it to be. There are so many steps available. Best part is when your done using it just put the pin and put in in the truck or in the bed locked up if you have a hard fold cover.
I just went and measured off of my receiver with a standard length hitch installed you would need possibly 32" to 36" length receiver tube. (Second link) and you could use something like the (First link) and have then welded together and you would be able to slide the step (Third link) in at the side of the tailgate. You be able to break it down into two parts to make it easier to store, or check all of this stuff out and come up with your own setup.
Keep us posted on what you end up doing. I`m most likely going to go with the First link just because it has a step built on to it already and then figure out what length of receiver tube (second link) I will need based on what step I choose, each step is going to stick out at a different length
