Will the tuner work on any vehicle if unlocked?

As far as I know, it should work on any f150 of the similar years. I would check their website to be sure. Note that the tune file is septate and custom to your vehicle. You'll need someone, SCT, 5*, etc to create you one specifically to your truck & set up.

Unlocks?

The SCT devices can be transfered to other compatible vehicles. When transfered however, the device must be unmarried from the current vehicle and then married to the next one. The x4 device for example comes with 5 available unlocks.
