Can you just do the tire rack with "air dams"? Or do you need the whole bed mount rack thing? So just what you see in this picture:

The more I look, I guess this is not a swing out carrier?

Nope not a swing-a-way. I have a design in the works for one though!

I could make it so it was just a tire rack, however you would need to drill holes
