Please help SVC FRAME CUT BUMPER

Can anyone explain to me how the bumper is supposed to slide over the frame horns when there is a body mount bracket on the side of the horns?

We have the truck complete and now can’t get the bumper on because the brackets are in the way of sliding the bumper onto them.

We got it figured out. Have to cut the bracket.
