I just did this task. I spray painted the white portion of the bumper, the bumper pads and the skid plate. I went the easy and quick route figuring if I messed it up, I would just have somebody else do it better. I did not remove anything from my truck other then the front license plate holder. (which will not be re-installed)
I roughed up the areas with medium Emery cloth and wiped everything down multiple times with mineral spirits
I used the same Rust-oleum Truck Bed Coating as @butts182 . I covered areas with blue painters tape and used some masking paper over the grill and headlights and a piece of stiff cardboard as a block when I thought the spray paint might get the tires, suspension and other parts under the truck.
Now I just need to find some of that stick-on vinyl to cover the parking sensors .. which were painted over initially by Ford
