I would say vinyl is vinyl and while the labor cost is larger to do it right, doing it poorly 15x because the front rips in the wind probably costs about the same, especially if it takes the test vehicle off of the road. I would've thought that downtime would definitely cost more than the labor for a large company that certainly has the manpower but can't buy time.You're asking why they use a cheap wrap when an expensive one will work just as well?
