Yep. Active warm up strategy. Also for aerodynamics/fuel efficiency.

If we're going to get all technical, yes the upper grill shutters reduce aerodynamic drag, shorter warm up time, etc.

However, the lower grill shutters are dedicated to thermal management of the charge air cooler.
