Navigation Settings

I can't find the answer to this. So here goes in the forum.
In the Navigation Settings there is a tab

Eco Time Penalty
Low Medium High

What does this setting do?

Can anyone Enlighten me?

The only place I was able to find talk about it was on a fusion hybrid forum...

"navigation/settings/routing preferences/eco time penalty. The options are low, med, high. Needed to know how these affect routing. The answer seems to be low...the lowest time penalty... The least economical of the 3 settings. High has the highest time penalty and the most economical of the 3 settings. That leaves medium to be somewhere in between."

i wonder what the penalty is? maybe its got a shock system installed in the drivers seat so it frys you ass if dont drive "green"
