Discover pass is not required as long as your currently licensed. The flag can be mounted anywhere on he vehicle.

Hmmm...I checked and couldn't find it listed. I may have confused Moses Lake with the Beverly Sand Dunes, which has a sign posted requiring the Discover Pass, and I did find those dunes listed but not Moses Lake, which is weird.

Its confirmed I will be coming and bringing one of my sons with me. We wont be leaving til late Friday night, will grab a hotel on the way around Seattle or east of there and get up early and drive in on i90

I believe The Macf is coming down 405 to 90 at around that time frame too?
