Loose part found behind bumper

Found this piece loose behind driver side front bumper, near the inside of the wheel well liner.

Thoughts?

I never knew they used butt plugs on the assembly line. I'm guessing they only use them when they "get behind". Seems like it would be a distraction.

Ha, I found a loose nut rolling around behind skid plate, doesn't look to be used and this plastic piece under the plastic bed liner.
I couldn't find a place for it on the bed liner, any ideas.?
