Each dealer sets their own prices, but no, it's not twice the price of black Premium in any case.

I think the dealer I used wanted $450 for black basic, $100 extra for premium or $300 extra for color premium. The premium has UV inhibitors in it. In my case it will be under a Roll-X most of the time but every time I open the cover I smile so I guess it's worth it.
