Is the Tailgate Applique a dealer-installable part?

My dealer quoted me $1500 to add the appliqué after delivery.

I added the appliqué to my Non-Applique tailgate after purchase. Bought the appliqué from Ebay, had it shipped in, took it to my local Ford dealer, they shaved all of the mounting clips off and epoxied it to my tailgate. $650 total for appliqué, and installation. Your dealer is ripping you off.
