They usually don't. If you get an FMIC, you don't need fans as there is plenty of airflow. The stock IC is garbage and has a license plate blocking all the airflow to it so fans are needed.

Several of the oem fit aftermarket IC do indeed retain the fans. The fans are mounted to their own bracket that installs at the back side of the IC.

Disregard the comments saying the oem is junk and you don’t need the fans with an aftermarket IC.

The fans ensure positive airflow through the IC at high engine load at low speed.

The really large ICs like the Cobb and others are best for actual high-speed operation like WOT desert racing. Cobb will tell you that the OEM setup is more efficient at low speed than their big IC.
