This is probably a dumb questions but I bought a hitch cover but it only has one hole to receive a hitch pin. I might be overlooking something simple but how am I suppose to secure it without being able to put a pin all the way through?

If it’s plastic just put it in the hole and it should stay in place. (Insert Michael Scott comment here)

Yeah that was going to be my last result. I could always spray over the bare metal to keep the rust away

I was thinking of finding a plastic pipe plug to put in there to secure it.
See if you can find a pine tree fastener that size.
