You won't have any problems with the Po Po in Cali in regards to light bars.

I hate having a front plate on my vehicles. None of my Mustangs have them, and my last F-150 didn't either. Never had an issue with the police. In fact I'm thinking about pulling the front plate off my Raptor so I can put a 20" bar in there instead.

You can always just flip the plate bracket, i used a dremmel and trimmed off the clips and then used new screws and washers to mount it back up. That way your still legal and have unblocked light from the bumper
