HID Headlamp fuses

Trying to get everything working once again. I unfortunately have a set of Recon 264273BKC headlights. I also have a set of factory headlamp housings on the way to me. I thought that maybe the D3S buld were shot as one was not working and the other would shut off randomly, then quit working all together. Today I installed a new set of the D3S bulbs and none would work on high or low beam. I checked the fuses (#16 & #35) and both seemed to be good. I then went into the cabin and checked in there. Fuses #16 & #17 were not in there, and #39 was too tight to remove. Thank younFord for using ultra-mini fuses. My main question is, Should there be the #16 & #17 if I have HIDs? And if not, why would I have #39 in the cabin then? I have no problem getting a few more 10a fuses to put in 16 & 17, but I am not sure if they are actually needed in my application.
