Grill paint help

When I first got my raptor I painted the grill black and left the FORD factory. I decided to buy some red letters now and I went to install them and noticed that I need to paint more of the F and D black. So I cleaned it real goos and went on my way painting it. When I came back after I let it dry, it egg shelled and never really dried. Now it's a huge mess. Any ideas what to do to fix it? I was thinking I might just use plastic dip and do the whole grill over, but I liked the stain finish of the Rustolem I used.

The chemicals and solvents are too strong in that paint and its causing it to wrinkle.
