Wow, my head hurts. I would talk to the guy and explain your concerns to him. You obviously have expieriance with powder coating. You also have the coating which matches the center cap. Work with him and hope for the best. If he F's it again, then you can take him to small claims court, break his leg, or maybe burn down the building. j/k, don't do that.
