General Red Letter Cleaning?

I know I have seen a few threads about bringing the red out of old Generals but I cant find it to save my life. What is the best product to use to clean the red letters?

I had 3 sets of red letters. first set was ok red looked good. 2nd and 3rd set faded out bad. it is like a decal on the tire. tried everything to bring back the color. no go.
