There is alpine tundra in Western CO as well as heading to the La Sal mountains. Not all tundra is alpine. Tundra is marked with short vegetation close to ground due to short seasons for growth and arid/dry climates (also contributed to by higher elevations).

Tundra starts around tree line. No high country in Central Western Colorado. Grand Mesa and Uncompagre Plateau are too low. San Juans, yes, but they are way south. Tundra is much more than little short plants.
