Can someone verify if the calibration tool can actually change the tire size because according to this it cant be adjusted.

Yes it can. I personally did it (you can go back like 10 pages to read so)

The tool allows you to read and clear Diagnostic Trouble Codes and adjust the tire size and axle ratio stored in the PCM, clear certain adaptive learning, and perform engine off/engine on diagnostics.

You can also display up to 6 "gauges" on the supplied tool, and there are at least 30 of those "gauges" you can select, such as air/fuel ratio, spark timing, rpm, various boost / vacuum / other sensors, waste gate operation, etc. and it comes with a suction-cup device to mount the unit on the windshield.
