Using the theory like dissolves like.

Try clear spray paint/clearcoat on a rag. Hopefully the paint will reactivate the spatter. Then goof off/wd40 to remove the residue. Try this on the fender liner first.

WD did a great job with tar on my wheels.

Tarminator by Stoner. Try this before anything else. My wife drove through some yellow road paint and it covered the side and rear of her truck. Tarminator and wait a few seconds then wipe off like dirt. Be sure to clean with water and car shampoo when done.
