No worries, I was trying to get in front of that post description before someone said something else a little harsher like (bed decoration) but technically it does have function. It can get nasty around here sometimes. A Chase Rack is usually referred to as a cage system bolted to the inside of the bed of the truck for use as support for offroad race trucks to service the trucks out in the Desert far from the pits or to follow while pre-running. They usually have a couple of spare tires, gas, jack, tools, spare parts while also holding radio / GPS antennas, extinguishers & lights. Here is some pic's of one I designed & helped build at a friend's shop on my old Gen 1. Since I wasn't racing this rig and only doing Baja Raptor Runs & fishing trip's I had to add cooler racks in case you get thirsty!

What you posted is definitely a chase rack, not a bed carrier/bed rack/spare tire carrier/bed mounted tire rack.

I was thinking of one as well, curious if you can still use a bed cover like the bakflip mx4 with it which has rails that mount inside?

I looked into it, the gorhino one is compatible with most covers, but you have to do some drilling.
